Interest Rates

What do you think a sensible and sustainable interest rate should be for anyone with a decent credit rating borrowing, say $10,000, from a bank?

Anywhere from 7.99 to 9.99

I think it should be lower, especially for a credit score of above 650, but most banks wouldn't agree with me.
