If you were mayor...

...of Shelbyville -- or, for that matter, a city council member, what would you do in respect to the garbage crisis or other issues?

I know I'd be looking at the city budget at possible areas to cut. Can't get specific because I don't have a copy of the budget. But I suspect, much as I hate to say so, that a property tax increase would be the most likely way to bring in needed income. After all, when costs rise and income doesn't, sooner or later a cash crunch results.

First, people depend on the government way too much to do things for them. I live in the county, but here is how I would handle the situation:

But I would pass $11 or so for the trash service. It would be tacked onto everyone's utility bill. Even those people in the low-income housing would have to pay it. A lot of them get vouchers for utilities so they wouldn't be out anything extra. For those who do not pay the fee, then their trash pickup service would be stopped. So they would be responsible of taking off their own trash and could not complain to anyone about it.

I would also see what could be cut from spending. I would put a freeze on any government raises and such. And cancel any special functions or "trips" that officials seem to take a lot of. We are in the age of the internet and conference meetings online. So there is no need to travel around for meetings.

And I would also add a dollar fee for the use of the parks. Davidson County has this at some of the recreation centers and lakes. A dollar is something that everyone could afford and it would help the city out. That way property tax, most likely, would not have be raised. Especially during the Spring and Summer months when the parks are in full use.

I think before any progress is made, the taxpayers have to BELIEVE (KNOW) that the information they receive is accurate and honest.

You can not please everyone, but if I did not think I was being "snowed" I would feel better when a decision has to be made that does not meet my expectations.

This goes for any governmental body.

A mayor must first have a professional working relationship with each council member. He/she must be able to work as a team member and be respectable of council members and voters. He must have patience to look at different viewpoints.

A council member must work with constituants by listening, recommending, empathizing, and hearing. It is one thing to listen-another to hear. A good council member recognizes that he/she serves as a voice of the people and represents them at the table. When needed, he/she makes opinion known in public and in a respectable manner. He/she must seek knowledge. What has worked in the past, what has failed? What has worked in other towns?

Public Service is not a right but a privelege. It is just like owning a driver's license. Abuse it/lose it.

Step up and do the right thing.Have a property tax increase.This should have been done from the start.They wanted to save there political lifes,but its to late now.They will never see a seat again no matter what happens now.Do the tax increase,cut what you can,have a hiring freeze,reduce wasteful spending and take care of the good people of Shelbyville

Step 1---Increase property tax because sooner or later we must deal with drainage and sewer issues too.

Step 2--- Turn garbage pick-up over to Light& Power since they will be collecting fees.

Step 3---Buy some scanners and issue codes to be placed on trash cans. Everyone would pay according to weight since the landfills are charging per weight.

Step 4---Apoligize for disrespecting everyone and embarassing us as a town.

I belive the best way out is going Metro.

I like a lot of you didn't like the lack of responce from city council,we are not going to answer Question's.

Now the mayor and the council thanks it ok to put a tax and an $18.00 on trash by the way some talked at the meeting.

we need to know why the trash thang has gone up from $770,000 to $950,000 in just two weeks.

The state of Tenn. need's to check the city book's

been to long sence they have been checked to find out were the money has gone.

I would cut everyone's salary to balance with the incoming taxes. I would then run to someplace and hide. It's hard out here for elected officials when the money trough runs dry.

Being a Metro Government is an excellent idea!

A little bit of something is better then a whole lot of nothing.

It's time for growth and cooperation so the first thing is to hold a study session with all officials.The city council along with the county, the mayor,the city attorney, the financial director and the department heads that handle services including the emergency services and public services such as police and fire, highways and infrastructure and meet at a minimum once a month mandatory for study of our economic problems.

Stage two would be to get council members talking and hold open meetings with the public in their districts to get input from the public. Get the mayor to set meetings with Metro government entities that have a Metro Government and His first priority to travel and solicit new business in town for growth to include factory, and industries, for jobs and taxes, then businesses like Publix and professional services so the taxes stay here and money is spent in this town and not Murfreesboro and other surrounding areas.

Create a citizen watch group to discuss options and actions of our elected officials.

Eventually we need to work on our quality of life here without the stress, from things to do for our youth and the limiting of crime in our area to making our town beautiful and a nice place to live so it attracts businesses and people so our tax base expands.

It's not just the trash that is the issue, that issue has come up because we as a town have waited too long before planning our future and have been too lazy and complacent with our beautiful city. It is now time for action before we have to close this town due to lack of funds...We have done it to ourselves!!

And before any action has been taken get the council and mayor and our officials to read this blog...someone send them a memo to take notice all the ideas in this section of our town paper are meaningful and factual of what the people want and expect...maybe then they will get busy!!

I just read this.

Near record level of U.S. County's dying. Why it is the economy 3,142 fading away.

If the Goverment close's down things will get really bad lay off's as gas is going higher,food,

utiltes, state tax's, local tax's, health care,

clothing. People just dont have the money and it's just the tip of the ice burg.

That's why i would like to see a goverment that care's here in Shelbyville.

If the city council would just stop and look at cut's that would cut the budget.

(1) cut Pensions.

(2) cut the park's.

(3) cut the spring and fall clean up.

(4)on trash day cut the truck that pick up non trash.

(5) Stop police car's from going home out in the county and in town its your money that pay's the gas the up keep on them.

(6)Stop the dog catcher from taking home the city truck used for animal pick up.

(7) stop all perks cell phone's and travel pay.

(8) Cut all city pay 5% every one.

(9) cut all city council,Mayor, city tresuer&city recorder & city Manager 10%.

(10) stop all buying only in Emergency.

(11) freeze on hireing.

(12)if this dont help then go METRO only way to go.

Those guys who have been working the garbage trucks through cold, rain, snow and ice all winter have done a fine job for the people of Shelbyville.

Our council has been in too much turmoil and at times appeared to be indifferent to the people.

Should the council do away with the jobs of those guys who have done a great job? Should members of the council take turns working on the garbage trucks?

City council and the Mayor must have all the say now.

Is Mr. Dill the city manager or Cartwright? he is

doing all the talking.

In the past the city manager done the talking.

Maybe they fired him and the mayor takeing over that would be a big mistake to let the mayor run thing's ### ###.

According to Earthsavers-recyling paper,cardboard,plastic,cans,and glass can reduce a truck load of trash by 34%. For example if it cost 1,000 per truck load less 340.00=660.00 per truck load. Do the math-city manager.PROMOTE RECYLING! Put the savings back into the city not private haulers.

Sell those cans and other metals. For every ton of metal recycled-one and half ton of ore is saved. I challenge those on Industrial Board to get a plastic REcyler plant here. WE are SMack-Dab in middle of Car Manufacturers. Think NIssanin Symrna, Decherd, VW in Chattanooga plus GM coming back to Spring Hill. Create a few jobs. Oil is used in making plastic-help stop our dependence on foreign oil!

Community compost would use those leaves/grass clippings. Bag and sell that compost.

By supporting Recycling we teach our children and grandchildren steps to save the Earth. We are already leaving them a MASSIVE DEBT.

Well, alot of us remember 911 and after that the stock market fell, people starting lossing jobs,$15.00 an hour $18.00 an hour, housing market fell people had to start looking for work and guess what no more high paiding jobs $8.00 an hour is about it. But the council and mayor just kept on spending and hey it has caught up with them. Mayor and council 10 years ago should have the concern and think far enough ahead this day would come.

The mayor and council need to step up to the plate and make the neccessary cuts, alot of people have already took cuts in wages, people are working two and three jobs to make ends meets. The fat is in the budget and it needs to be trimmed out now.

All of the states are saying they just don't have the money. And the Cities and towns are just as bad. They apply for a new budget every year in October and by March 4 every government organization is flat broke and out of money. How does that happen?

Here's the Unique Lie; The Congress keeps spending money and borrowing more and now it wants us to believe the governments are broke.

They are broke but because they all expected more Stimulus money to run their states and cities also.

All the Federal Government has to do is give itself a Stimulus Package like it planned to do all along. The cities will be asking the states for money to help them.

Here is the problem: This is what the Federal Government is waiting for. It wants the States to beg for its help, so they will have to answer to Federal Control.

The Federal Government is big enough as it is. Now it will own more of the States by getting more jurisdiction. It took the schools over just by financially aiding the schools. The Government loaned the finance companies money in exchange for control over them. The States are next.

Every, every, every, every Major Metropolitan will fall under Federal Jurisdiction.

For those of you who don't understand that, it means you won't have any Constitutional rights in their Commercial Courts. That is how it was when the King of England took Americans to court. It did not recognize the Common Law rights of the people.

Federal Jurisdiction means the government has complete control over the people. FEMA has been designated as the Government Agency that will deal with the population when there is an Emergency, Natural or man made. Obama is going to borrow money so he can give $30,000,000+ to FEMA to help their advancement in Federal Control (Armed Forces) which will be Martial Law because the U.S. Constitution doesn't recognize a FEMA Armed Force. Only Congress can delegate powers to FEMA and only by the consent of the people. That has never happened.

FEMA already has future Buses for transporting people to relocation centers, Hospitals on wheels and Ambulances. FEMA can not even get out of their own way and they have been put in charge of State Citizens with the consent of the States.

The Federal Government doesn't need the consent of the States when it has to support the States.

Put two and two together. Not only is the Government broke and the States, but we the people are going broke and the Government is helping us go broke faster with their spending.

The cost of Living is Sky Rocketing because our money has lost its value. Oil has doubled in the same week to $200 /barrel raising the price of Gas at the pumps. It may soon go to $10 per gal or even higher if Saudi Arabia raises their price of oil or stops shipping to us.

When it goes to $10 or more a gallon, I won't be able to drive anywhere. I will have to walk. I won't spend that much for gas.

So, It's not just the Mayor who has a problem. It is all of us. And of course, the Mayor will raise taxes or invent a new tax to get his hands into your pocket.

On top of that the Federal and State Governments will stick their hands in our pocket as the Mayor pulls his out.

Trash Pick up? I doubt if that issue is even going through the minds of those in charge of running the City. If the Mayor gets money out of his hat for Trash Service where is he going to get the money to pay his own salary let alone his employees?

If I were the Mayor, I would get out of town before I got Tared and feathered or hung from a tree.

What do you think about the money the city gives to non profits? This is a hard question because who decides what is deserving and what is not. Some like Skills Development and Child Development are important and needed. Question is the arts and library and others.

I guess I got one to comment on and that is the trees that got put out around the square and they are nice, but after they were out then we had to hire someone to get them trimmed and take care of them because no one knew how, we have the equipment and man power, why not send them to get some training so we could save the money we are paying someone to do it.

our city manager has nothing to hide.He is doing a great job.He is well educated.He is honest to a fault.he will not take a bribe.it makes no difference to him if you are rich or poor you will be treated fairly.he allows anyone to come to his office and discuss any city concerns they might have.We are in good hands with Mike Dill as City manager.He truley wants whats best for the whole city not just one group.

I am proud of our Mayor and the members who realized that ousting him and putting a heavier load on Ms. Lamb would have been a bad move for the city. I support them and encourage them to keep pushing our city ahead. We have some serious issues ahead and the time for cronism is over.

I dont belive Mr.Dill's a good city Manager he jumped the gun and tore down a house that did not belong to the city at a tune of $10,000 dollers

and he lied to the community over the trash issue

but he gave a 90 day notice witch schould be honerd, lamp does not need to be city Manager sorry Rose,pruitt,Holland but you all what is wrong with Shelbyville.

AS far as it goes for 5 police officer's for there driveing school 2 is enought they all go over board abougth every thing they do.

If the city so broke how can you all approve expenditures for attendancefor legislative day

I am all for Metro government as it would surely be better than what we have. I would like to see our jail inmates given jobs like maybe working on garbage trucks and picking up trash and cleaning up the city and county owned buildings. Why not give them a paint brush if something needs painting? Stop the police from taking their police cars home with them, especially if they live outside the city limits which some of them live several miles outside the city. Stop running the school buses for a 2 hour day of school like just before Christmas. It costs just as much for a 2 hour party as for an all day. Another thing I would do if I were mayor is require all houses to have a number posted either on the house or on a visible mailbox in case of an emergency. I know of one street in the city, one block long and at one end the numbers start at 900 and the other end it starts at 400. This and any other mix-ups like this should be corrected.

The police car's going home out in the county could be stoped by city council but there to

short on brain power to see it cost money The police chief said the states does we can to of corse he not to bright any way.

And thats a good idea abough inmates working it

would help pay there fines or jail money

As long as we have these people running our town thangs just will not get done right from the mayor to the city council and others that's been in charge to long here.

Washington, you are right.We the public make decisions without facts. The bad part is they really don't want to know the truth. As far as legislative day, I am told the city only paid the mayors way, it was last week. I was at the garbage meeting and we were told after the meeting we could come down front and the council would be glad to answer questions. I went down and ask questions along with five more people. If the people really cared would they not have gone and ask questions and found out the truth!! Inmates by law can only work by volunteer and only certain jobs. I went to the sheriffs office and asked. How many people really ask questions to the right people? I also ask about the confusing garbage law. My opinion is Mr Dill was new and believed what the older city administrative employees told him. How many of us know all the laws? A city manager is a regular person like us, and he also makes mistakes just like we do it is just the few people that are perfect that always bash any public official that does mess up. The people that think the job is easy need to run for the job. I think they are taking applications now for city manager. I would not want their job because of the radical people that are always side tracking the whole system to address their personal problems and wonder why the city cannot move forward. We need to be more positive and try to help instead of just criticizing everything.

I just wish the women would stop behaving like emotional teenagers.they cant seem to make a decision but when they actually do they back track if one of their friends gets mad and they blame the decision that they made on Mr Dill.He gives them options they vote and get mad at him.I think maybe they are getting tired of their posistions.Remember Mr Dill did not create this budget crunch nor did he play the blame game.He simply said "lets go forward and help all the citizens of Shelbyville.We can do it with unity".I just dont know why the girls are so hostile?

I agree. It looks like they should stay tactful even in disagreements. After the last few meetings, Rose and Holland run back to talk to Farrar. I hope he is not influencing their decisions. He is the one putting the kiddy signs out slamming the city when his properties on Madison look like trash holes. I don't like saying that but he doesn't mind saying bad things about others.

Every one knows the the very people that you two are talking abought and yes its true if you got money then you have a say if you dont you have no say same every where but it show's more in a small town like Shelbyville.

A degree no good if you dont know what your doing

and to me he dont know what he is doing like

the $10,000 bobo.

I have been here longer then he and belive me we have a circle of people here that will eat you alive if you get in there way if there is something they want.

To Washington you are right abought the women they dont like him nor did they vote for him to be the city manager.

u keep talking about the 10.000 dollor bobo the house needed to come down and the councel voted on it. I dont always agree with everything that goes on with our town but please dont bring it down.Mr dill does know what he is doing and he knows he will always have people like you trying to find fault in everything,You know the state missinformed the councel.so let it go.

wsshington no you did offend me i know he walked in to a mess its been a mess for a long time with the Mayor right down to the city council all but one Mr. Meeks the others i dont trust at all.

I am not saying Mr. Dill is a bad person i just belive he's over his head but look who he has to work with not good company at all.

The reason the girls dont like Dill is because he wont do favors for their friends.He is running the City like a business not a sorority,They want to run things like a club
