rule or law needs to be changed

Will someone tell me why i have to pay for a sewer bill every single month even though i'm not tied into the sewer system. To me its like paying for electricity when you don't have it, or paying for a phone bill when you don't have a phone. We are in the process of buying a home, when we purchased the home we were fully aware that we had a
septic tank....fine no problem, but to pay for a sewer service that you don't actually have really makes no sense whats so ever. I have spoke with the good people at the shelbyville power company and i have been told to take it up with councilmen. Now it cost some money to tie into the sewer system but i have been living in my house for over 14 years....the least thing someone could do is come and tie us in...SINCE I'M BEING CHARGED EVERY MONTH FOR THE SERVICE ANYWAY, just wondering are there anymore people out there in this type of wronged situation? Not exactly, but here is my story. Our property is right on the city limits line where it makes a loop to pick up an apartment complex that was built a few years ago but before we bought our 73 yr old home. We have city water, septic tank( NO, we don't get charged for sewer-at least) and DREMC electric. Once we needed the police and there was the county telling us that it was the city and the city telling us that it was the county. At least it wasn't a life or death situation, just vandalism.
Since we are technically in the city limits and pay city taxes, we are entitled to garbage service, yet for the 9 years we have lived here, not once has that truck ever come to our drive to pick up our garbage. Yes, my husband carries it to the dumpsters in the county. Thank goodness we have those places for us to use.
We were planning to refinance a few years ago and had to go round and round with the city and county tax assessors about whether we were city or not and if not why we were paying city taxes. It took four trips from one office to the other to get it straightened out.
For so long we thought we were county. At least I know for sure now that we are in the city limits and am not quite as upset at having to pay city taxes. Just wish we also got the priviledges that go with it.
