Former Shelbyville resident Robert D. Philyaw was sworn in as Hamilton County's Juvenile Judge recently during a Law Day celebration of the Chattanooga Bar Association. Retiring longtime Judge Suzanne Bailey administered the oath with Philyaw's wife, Dr. Kathy Philyaw, holding the Bible of the late Rev. David Philyaw. Judge Philyaw and his six full-time Magistrate Judges hear over 6,000 cases per year that involve dependency and neglect, custody, child support, delinquency, unruly, and other cases involving children. Judge Philyaw is married to Dr. Kathy Cartwright Philyaw, daughter of Lila Cartwright of Shelbyville and the late Ben Cartwright. Rev. David Philyaw is the former pastor of Edgemont Baptist Church. Rob and Kathy are both 1984 graduates of Shelbyville Central High School and reside on Signal Mountain with their two children, Ben and Katie.
