It seems perfectly natural that the state's senior urban forester, Bruce L. Webster, should wear a wooden tie, but most people he meets for the first time usually look twice. Webster, who works in the Forestry Division of the Tennessee Department of Agriculture, was in Bell Buckle Saturday to present the city with its 11th Tree City USA designation during Daffodil Day and Arbor Day festivities.
