illiam Steven Phillips, 53, of Tullahoma, formerly of Shelbyville, died late Friday night, March 9, 2012 at Horizon Health & Rehabilitation Center in Manchester after an extended illness. Graveside services will be held at 1 p.m. Tuesday at Willow Mount Cemetery. Doak-Howell Funeral Home is in charge of arrangements.
