The commission also voted to reappoint Donald Stephens for a second three-year term on the Argie Cooper Public Library board, and Lynn Hulan for a second three-year term as Bedford County's representative on the Highland Rim Regional Library board.
Other actions Tuesday night:
* The commission approved $4,800 from undesignated funds to pave the UT Extension office parking lot on Midland Road.
* The commission authorized Bedford County Emergency Medical Services to outsource its billing for this fiscal year. BCEMS had been using in-house billing software, but the publishers of that software are going out of business and will no longer be able to update it to meet Medicare requirements. BCEMS will use Georgia-based EMS Consultants Ltd. to handle its billing for the coming year. The firm will be paid a percentage of billing, but believes it can increase revenues by more than its fee, leading to additional income for the county.
* The commission deferred action on hiring Ronnie Riddle as a temporary health care accounting consultant, saying a formal scope of work needs to be drawn up.
Later this year, some final dollar figures related to the sale of Bedford County Medical Center will be negotiated between the county and Community Health Systems Inc., which bought the hospital. The county had been advised to hire someone with knowledge of health care and accounting to study those figures, as well as to make sure that the county's final Medicare audit is fair and accurate. Riddle, a former comptroller for the hospital, has agreed to take the temporary position once it is approved.
* The commission agreed to add 1/4 mile to the county-maintained portion of Pleasant Way Lane.
* The commission deferred action on a contract for providing animal control services to the county's smaller incorporated towns.
* The commission tabled the hiring of a building consultant for the county.
