More work added to North Main project

The city of Shelbyville will vote next week on an addition of Northside Park Drive to the plans for the widening of North Main Street.

The city asked the design firm Gresham, Smith and Partners to add the redesign of Northside Park Drive to the project, which would widen North Main from its current four lanes to five, beginning at Madison Street and ending at Palmer Drive, for a distance of 1.2 miles.

According to a memo from Gresham, Smith and Partners, the cost for the additional work is $22,050.

Northside Park Drive is to be redesigned to align with the entrance of Lowe's across the street. Additional surveying would be required for the road because it was not included in the original scope of work.

According to the design firm, due to the close proximity of the existing parking lot of the Northside Park Mall, a retaining wall would have to be built to maintain the existing parking area.

Additional survey work will also be required due to several new businesses opening in that area of North Main, such as Taco Bell, Sonic and properties containing medical offices.

Greenway: A motion will be also before the council next week for the mayor to authorize executing the contract for the design and implementation of Phase V of the city's Greenway project.

The design firm of Gresham Smith and Partners will provide the engineering, landscape architecture and planning services for the project.

Phase V will begin at Butterfly Pointe, which is next to The Fly Arts Center, and include East Side School, the proposed new library site and continue alongside the old city cemetery behind First Baptist Church, along the abandoned railroad track to the Adult Learning Center. It was described last year as an extension of existing sidewalks.

Gresham Smith will furnish labor, materials and equipment plus the production of construction documents and would also meet with city officials to review the project. The city would pay the firm $13,075 for its services.

The total Greenway project is made up of five phases which will eventually link community facilities, government offices, recreational sites, schools, public housing, commercial establishments and other transportation corridors.

Completed sections of the Greenway include Phase I, a walkway that runs along the Duck River behind Shelbyville Power which was paid for from recreational funds. Phase II connects to Phase I with a sidewalk that runs towards the square and ends at Fisherman's Park, paid for by a grant from Tennessee Department of Transportation (TDOT).

Phase III would link Fisherman's Park to Never Rest Park, but that project has hit a snag due to right-of-way issues. Another project the city could pursue next might be improving sidewalks to create a pedestrian connection between the Celebration grounds and H.V. Griffin Park.

Phase IV is the trail head, which has also been finished, otherwise known as Butterfly Pointe, which is next to The Fly Arts Center. The area has chairs, a gazebo and space for another gazebo.

Thus far, much of the endeavor has been paid for by grants from TDOT.

Lets hope it doesn't become the mess that North Main and Madison/Elm has turned into. That intersection is a joke.
