In response to complaints made last year about the operation of Bedford County Communications Center, one commissioner -- who wasn't named at Tuesday's meeting -- had suggested that the current citizen board be replaced by a board composed of emergency department heads. The citizen board members would be kept in place as an advisory board.
Some simmering complaints about the com center came to a head in December 2007 when a fire crew was dispatched to the wrong location. Several emergency department representatives who were present Tuesday night echoed those concerns but said that conditions have improved somewhat since that time.
"Things are definitely better than they have been in the past," said Tony Barrett, a captain with the sheriff's department who is also a county commissioner.
But Director Chad Graham of Bedford County Emergency Medical Services said the center needs more staffing, so that two dispatchers are on duty at all times.
E-911 board chair Charles McDonald said, "I feel very comfortable with the level and quality of service that the 9-1-1 center is providing."
Four years ago, the com center was run by a board of department heads -- but not all of them were committed to the task, and the department head board frequently failed to have a quorum at its meetings, meaning that no action could be taken. There was also a confusing system in which two overlapping boards ran different aspects of the operation. A com center board ran the communications center, while an E-911 board (composed of the same members, plus two citizens) ran the "enhanced 911" program which provides information about callers' address to emergency dispatchers.
So, four years ago, the system was overhauled. The E-911 board was reorganized to include citizens, not department heads, and was given responsibility to run both the com center and the enhanced 911 program. That program was set up through a contract between the county and the Emergency Communications District.
The contract was for a four-year term, which automatically renews unless one party gives notice six months before the contract is scheduled to end. The contract renewed on Jan. 1 of this year; in order to terminate it, commissioners would have had to give notice on or before July 4 last year. So unless both parties were to agree about restructuring, the contract -- and the current method for selecting board members -- is locked in for the next four years.
The contract as it now exists does allow for an advisory board composed of emergency department heads. The com center discussed forming such a board last May, and has met informally with department heads, but hasn't set up a formal department head advisory committee.
The rules committee discussed passing a formal motion asking E-911 to establish an advisory committee but decided instead to wait and see if E-911 does so on its own.
In other discussion Tuesday night:
* The rules committee recommended a proposed change to county subdivision regulations which would require developers to have uniform front setbacks within a subdivision when submitting it for approval. Subdivisions where some houses are closer to the street than the houses next to them are considered unattractive and poorly-designed.
* The committee also voted to keep the current regulations governing houses for family members in the zoning resolution. The county's zoning resolution has a requirement of one principal structure per lot (not counting accessory buildings). But if a property owner has a lot of more than 15 acres, he or she may build up to two additional homes on the lot, provided that the homes are for family members or full-time employees (not for rental to the public) and that each home is situated so that the property could, if necessary in the future, legally be subdivided into separate lots, meeting setback, lot size and road frontage requirements for each one.
* The committee placed seats on Bedford County Planning Commission on the full county commission's April agenda. The seats are currently held by Virgil Beasley, Wayne Simons and Phil Cook. County Mayor Eugene Ray will make appointments or reappointments, subject to confirmation by the commission.

The com center board needs someone that can serve and take an interest in what is going on -- not just be there for a monthly meeting. The board members listed in this article apparently don't live out in the rural areas, and served by the county fire department -- and their house has not been in flames and the fire department sent to another location or need EMS, and the dispatcher sends them to the other part of the county.. I know the board members probably think the com center is in good hands with Director Mathis -- apparently the listed members do and there is no reason to question anything going on. Yes, their comments are "the com center is doing better" -- Yes, they must say that as they are actually who residents are looking at. Does the employee turnover not tell you anything? She keeps only the employees that "suit" her -- not employees that do the job right
It doesn't take anyone very smart to solve the problem. We know that there are board members that need to be replaced or reappointed, so why not replace them with dept. heads. Wake up County Mayor and do this since you are the one that appoints them to the County Commissioners. It was pretty stupid to sign anything that says that you can't reorganize the Emergency Communications District (E-911) board for four years. It is even more stupid to not be keeping up with the deadline if there was a contract. The county could also stop paying money to the com center and put that money into the dept. payroll and they could do their own dispatch. I bet it wouldn't take long for the center to agree to reorganize. Now why would anyone fight so hard to stay in an unpaid job, really makes you wonder what is really going on behind locked doors, doesn't it ????
Why wouldn't E-911 board chair Charles McDonald said, "I feel very comfortable with the level and quality of service that the 9-1-1 center is providing." since he is the top person on the board??? I sure couldn't see him telling you how bad it really is, could you?
Why wouldn't Tony Barrett, a captain with the sheriff's department who is also a county commissioner plus on the com center board say that "Things are definitely better than they have been in the past," since he is on the board.
How much longer are the people going to let the County Commissioners pull the wool over their eyes???
I guess Director Mathis is trying to hold on to her group for 4 more years, so she can get these huge raises every year.
I also wonder why the only time that I hear Director Mathis doing any dispatching is when her daughter is on duty.
Humm, they say that things are looking better. First off that tells me that they knew there has been a problem for a long time. They sure brag on theirselves when things look good, but never heard them say "It sure is looking bad here, this is a poor excuse for a com center". As for the complaints about the fire call in December, it was not only fire units sent to the wrong address, but EMS and Law enforcement. Oh well, that's old news and was brushed off.
So I suppose things are looking better. Oh darn!! I almost forgot, just a few days ago there was an motor vehicle accident {MVA} on 41-A N near El Bethel, the fire dept/ was paged out but there was NEVER ANY dispatch info given. VFSI had to respond on their own. Then in the past day or so, there was another MVA dispatched on 41-A S approx. 5 miles from town. I believe that is well into the Flat Creek Fire dept's district and they were NEVER dispatched. There is 1 common denominator here, and that is the Certified Training Officer and Director Mathis' daughter was the one doing the dispatching. But hey, things are looking better. Also, if you go back to the December calls, she was involved in those foul ups too!!
I hope everyone got to see the David Melso story about the com center dispatchers being on the the front line. They should be on the Firing Line. I do have to comment on the incorrect name of the people in the picture. Instead of it being Director Cathey Mathis, Lisa Cook, and Michele Morgan, it should have just said Moe, Larry, and Curly!! It's kind of ironic How thses 2 stories just happen to follow each other.
