Sachs scheduled for mental test

A mental evaluation has been ordered for a man accused of killing one woman and kidnapping and raping another.

Donald Ray Sachs is charged with criminal homicide in the death of 52-year-old Joyce Mattis of Murfreesboro. Her decomposed remains were found June 4 in a wooded area off Cannon Road.

Judge Charles Rich gave the order for the evaluation, according to a representative of the district attorney's office in Bedford County.

Circuit Court Clerk Thomas Smith said Friday the mental evaluation for Sachs would be conducted by Centerstone in Tullahoma.

"The paperwork is en route, but when they do the mental evaluation, I don't know," Smith said.

Smith added that the evaluation may not be back in time for Sachs' next scheduled appearance in court July 23.

"It's out of my hands now; it's up to Centerstone," Smith said.

Sachs is the same man who reported finding Mattis' body, according to Sheriff Randall Boyce, with her death allegedly occurring in the same area where the body was found.

Mattis was reported missing from Murfreesboro on May 30 by her husband, Neil Mattis, 43.

Sachs is also facing rape and aggravated kidnapping charges in a separate case involving another woman from Murfreesboro last month. Those charges were filed on June 5, the day after Sachs claimed he found the body of Mattis, Boyce said.

According to Boyce, Sachs allegedly picked up the woman near Ryan's Steakhouse on Old Fort Parkway and brought her to Bedford County, where the rape allegedly occurred.

Boyce said after the alleged kidnapping and rape, the woman was picked up by a motorist in Coffee County, who took the victim to a Tullahoma hospital.

Sachs is currently being held on $1.15 million bond. Upon his arrest in connection with the murder, he waived his right to a bond hearing. He was already being held on $150,000 bond, Boyce said.

Like Edward McGee did? Right? Yea, that sounds fair 41 years in prison for killing and raping two innocent children.

sachs isnt insane it is our court system has to do this to see if he is compitent enough to stand trial. because they cant go on and send him to the electric chair and he die and his family come up with records that show he is insane. they r protecting thereself against the families of the people. sachs will get what he deserves i have that much faith in the system

I believe some states have a finding they term "guilty, but insane." The court, then must sentence them to a mental facility that treats them until they are determined to understand the heinousness of their crime and then the true sentence begins - incarceration or the death penalty. There are crimes that no civilized person can conceive of - so by definition these people must be "insane." I truly dislike the finding "not guilty by reason of insanity", it gives the truly sane, but cunning criminal a way out.

i grew up with this sick person donnie sacks he lived down the street from us he done thing that were not human and we all thought back then something was wrong with him i could tell what he done but id probaly be in trouble for saying it on here so i think he new what he was doing he talked about what he wanted to do to his sister all the time he like charles manson talked about him all the time.on the other hand his brother bo was and still is a great guy he never acted like donnie i believe if he done this he knew what he was doing and deserves what he has coming to him god will deal with him when judgement time comes so he will suffer in his mind for the rest of his life i think

Why does he have to go to Centerstone in Tullahoma...We have a brand new Centerstone right here in Bedford County ???I believe alot of time and money is wasted on people that do such terrible things ...Why does it have to drag on and on when you know he has done this terrible thing to this woman and then raped another young woman...

I have known Donnie Sachs for a long time and can tell you.....He is NOT as insane as he lets on to be. I personally think anyone whom can concoct a story like he did in this situation must be of pretty good mindset. I know I would not want to be a judge or jury telling the family of the victims "Hey we're sorry he is a lil bit off in the head so we are gonna let him go to a hospital for counseling and then let him go". MY GOD an eye for an eye tooth for a tooth. I am not passing judgment on him. I am mereley stating MY opinion and no one elses.

McGee is the guy who killed the Seibers and Ray children at the city dump and is due to be released later this year :>(

Okay my bad I don't know why I wrote McGee guess I was thinking of something else. And yes mental evaluation was a no brainer, I was just thinking about all the folks that have gotten away with horrible crimes on a mental plea. It's just not right. There are those that are not executed because they have been labeled mentally insane. First to do what they do you have to be and second there are those prosecutors that don't follow through with the judgement fits the crime. An eye for and eye.

Get ready for it folks here is another that will get less than he deserves because he's insane. Just like McGee that killed Brenda Blanton Lane, get away with murder. I'm sorry but I believe that any man that can force himself on a woman is crazy but not insane. He knew what he was doing and he didn't short circuit. I pray that he gets what he deserves. Sometimes I feel as though the court system here in Bedford County thinks that the more vicious, and brutal the crime the more punishment they deserve. They won't see this hideous enough.
