Bicycle rider arrested after foot chase

A foot chase of a bicyclist early Saturday ended with the rider's arrest, Shelbyville police said.

Richard Anthony Ransom, 44, Thompson Street, rode his bicycle in front of a patrol car on Depot Street and wrecked, Officer Tory Moore said.

Ransom allegedly told Moore he was uninjured, then rode away despite orders to stop.

Moore said he was forced to follow Ransom on foot after he rode the bicycle off the road and into a wooded area behind Depot Street Market. Ransom was taken into custody after striking a tree, Moore said.

Ransom was charged with public intoxication and resisting arrest. He posted $1,000 bond at Bedford County Jail.

Drug charges

* Marijuana was found in a car searched after its owner resisted arrest at his Stonefield Circle home Saturday night, police say.

Jimmy Dan Kugler, 31, allegedly said, "Take me to jail," after Officer Darrell Birdsong noticed he was walking unsteadily and smelled of alcohol as he arrived at the home, where an unrelated incident was being investigated.

Birdsong said he was forced to wrestle Kugler, who was allegedly resisting arrest, to the ground and threaten Taser use before he submitted to being placed in a patrol car.

Two marijuana roaches and a grinder were confiscated from Kugler's vehicle, Birdsong said.

Shannon Eastridge, 31, who police said was also a resident of the home, was arrested after allegedly refusing to stay on the porch as Kugler was arrested.

Kugler was charged with DUI, resisting arrest, possession of a schedule VI drug, and possession of drug paraphernalia, Bedford County Jail records indicate. He was released on $5,500 bond.

Eastridge was charged with public intoxication and disorderly conduct and posted $2,250 bond.

* William David Schauer, 21, Shaw Road, was arrested Saturday after admitting a marijuana blunt found in a bathroom at Bedford Inn, Madison Street, was his, police said.

Officers were checking the motel room after a call alleging underage drinking, Birdsong said.

Schauer, who police said had hidden the blunt in folded towels, posted $2,000 bond on a charge of possession of a schedule VI drug.

Thefts, burglaries

* A pest control technician may have halted a burglary at a Cortner Road home Thursday, said Deputy L.J. Puckett of the Bedford County Sheriff's Department.

The technician told Puckett a man and woman quickly got into a car and left as he arrived for a service call. A window had been knocked out in a door which was partially open, Puckett said.

* A computer was stolen from a Clara Drive home between Wednesday and Sunday, Shelbyville police said.

The home was unlocked and a window was open, the report said.

* Three teenagers are accused of stealing $10 and a bank card from a purse at a Depot Street home Monday.

The victim said her boyfriend ran to the home after she saw the youths enter, forced them to leave and discovered the items had been taken.

* A Beechcraft airplane controller and over $1,000 worth of steel tubing were taken from a Bethany Lane building, the SPD reported Thursday.

* An electric drill, auto dent puller and two battery chargers are among items missing from a Union Ridge Road home, said a BCSD report filed last week.

Figured I would enlighten (or at least try) you a little more....

According to what the TG reported from Moore's report, the man on the bicycle wrecked in front of a patrol car...(or did I mis read)

He (Ransom) was arrested for Public intox...and resisting arrest...(Right? Or did I again mis read...)

According to TCA 39-17-310 A person commits the offense of public intoxication who appears in a public place while under the influence of a controlled substance or any other intoxicating substance to the degree that:

1: The offender may be endangered (HMMMM)

2: There is endangerment to other persons or property; or

3: The offender unreasonably annoys people in the vicinity.

So obviously if YOUR DRUNK...and RIDE A BIKE...in FRONT of a freakin PATROL CAR...and WRECK...your a DANGER to YOURSELF.

THEN....you RUN...while DRUNK on a BICYCLE...and STRIKE A TREE...before RESISTING...

Again a DANGER TO YOURSELF.

He should be glad Moore didnt charge him with evading arrest.

I wish the paper had told what Birdsong was investigating when he arrested these people at, what I'm assuming, was their own home.

I'd also like to know why officer Moore took it upon himself to harrass this guy who was apparently minding his own business. At least he was responsible enough to be on a bicycle and not behind the wheel of an automobile. Some people aren't able to afford a taxi so he was doing the next best thing. I don't think any other lives were in danger because the guy was too drunk to ride his bicycle. Let him hit a couple of trees on his way home, sleep it off, and wake up with a terrible hangover. That is punishment enough!
