According to TDOT spokesperson B.J. Doughty, if all goes according to plan, the winning bid could be announced by the middle of June at the earliest.
The bids are as follows:

* Civil Constructors, Inc. - $16,331,174.77
* RaCon, Inc.- Tennessee - $17,487,102.19
* CBM Enterprises, Inc. - $17,498,903.95
* Highways, Inc. - $17,877,051.46
* Mountain States Contractors, LLC - $18,181,979.19
* Wright Paving Contractors, Inc. - $18,369,873.49
TDOT has up to 30 days to award contracts for the projects and, once those are in place, work orders will be issued to the contractors and pre-construction meetings will be set for each project.
According to TDOT Commissioner Gerald Nicely, the agencies' construction engineers will begin reviewing all apparent low bids for accuracy and compliance with departmental guidelines.
"We are excited to take this next big step toward putting the Recovery Act funds to work in Tennessee," Nicely said. "These 119 Recovery Act projects will mean thousands of Tennesseans will be employed to rebuild our state's vital infrastructure."
The Shelbyville bypass is just one of the 119 road projects in 64 counties throughout the state to be funded through the American Recovery and Reinvestment Act of 2009.
It would wrap around the city's northeastern quadrant from U.S. 231 north of Shelbyville to U.S. 41-A east of town, and is one of 246 so-called "ready to go" projects that TDOT listed on its web site last December.

The lowest bid does not always indicate the best deal... The council needs to get perspective and insight on former jobs and/or projects completed by each company and weigh the quality and longevity of works to-date. Up front costs may seem highly similar but it is the maintenance over the long-term that needs to be contemplated in depth.
