City accepts deed for flume area

Shelbyville City Council voted Thursday to accept a quitclaim deed from Shelbyville Housing Authority for the city's underground flume, including the basin, levy and the pumps.

Hershel Thrasher, executive director of the authority, told the council last week that it recently came to SHA's attention that the flume, also known as pressure tubes A, B and C, was still legally titled to the Housing Authority.

Copies of the April 24, 1959 agreement between the Authority and the city which approved the Urban Renewal Plan that contained the storm water flume stated that the Authority was to "convey to the City free of charge any land acquired by the Authority and required for street and for flood control facility purposes under the Urban Renewal Plan," but it was never done.

A motion was also approved to spend funds totaling $6,729 to pay for a new heating and air conditioning unit for Argie Cooper Public Library, to replace one which recently failed. The city is paying for half of the cost, the county footing the rest of the bill.

Another motion authorized buying a new purchasing system for the city.

A resolution was passed that authorizes the appropriations for non-profit agencies for the 2009-2010 fiscal year budget.

The city's new updated zoning map was also approved by the council, as well as a motion to approve a project by the local Main Street group to paint concrete flower planters on the public square.

A total of 36 sets of body armor were surplussed and given to the Bedford County Emergency Management Agency. The vests are now "out of warranty," according to city manager Ed Craig.

Other items addressed by the council were:

Passed on third and final reading was an ordinance to adopt the 2009 International Building Codes, excluding sections of the code referring to the requirement of sprinkler systems in single family dwellings and duplexes. It also excludes a fire code, the update of which has not been completed yet.

* A section of the city code was amended on third and final reading that changes street cutting requirement procedures.

* Another ordinance passed on third and final reading amends the city code to comply with state law regarding the removal or demolition of property.

* The council also approved second reading of a proposed expansion of the Belmont Avenue Historic District. Homes at 502, 511, 513, 517, 602, 607, 708 and 709 Belmont Ave. will be added to the historic district at the request of the residents. The Shelbyville Historic Zoning Commission recommended and approved the request in April.

* A rezoning request was approved on first reading to rezone two parcels in Sanders Estate Subdivision from R-1 (low density residential) to R-2 (low density residential).

Mayor Wallace Cartwright reappointed Barb Silcox to the Airport Authority Board with the council's confirmation.

The council also appointed Rick Overcast, Dee McCullough, and Jerry Grohowski to the Shelbyville Beer Board. Two other members will be selected at next month's meeting.

Public Works director Mark Clanton was commended for the work done on the city's flume system.
