Officer Tracey Nelson said she had stopped, with her patrol unit's emergency lights flashing, to check an intoxicated man walking along West Jackson Street. Scott Elliott Colburn, 18, Maplewood Drive, almost struck Nelson as she exited her patrol SUV, she said, then pulled over and stopped.
Colburn told Nelson he thought he was being stopped. He was arrested for driving without a license. A charge of simple possession was added after a bottle containing four marijuana cigarettes was found inside the vehicle. Bond of $1,250 was posted.
