VI. Consent Agenda – All items in this portion of the Agenda are considered to be routine and non-controversial by the Council and may be approved by one motion; However, a Councilmember may request that an item be removed for separate consideration.

A. Approval of Minutes Study Session of August 30th.

B. Approval of Minutes City Council Meeting of September 9th.

C. Approval of Minutes Special Called Workshop of September 13th – Tax Relief

D. Approval of Minutes Special Called Meeting of September 27th – Tax Relief

E. Accept all Monthly Reports (September)

I. Approval of Amendment 1 to the TDOT Contract Fairfield Pike Intersection at Deery Street/Gowen Drive and authorize the Mayor and City Attorney to sign.

J. Authorization to purchase MSA self-contained breathing apparatus (SCBA) for the Fire Department through HGAC National Cooperative contract at a total cost of $39,400.00 (FY 22 Budget - $39,400.00).

K. Authorization to purchase cardio fitness equipment for the Recreation Center through a Sourcewell National Cooperative contract at a total cost of $55,911.00 (part of exercise room improvements). (FY 22 Budget - $80,000).

L. Authorization to purchase track flooring installation at the Recreation Center through Sourcewell National Cooperative contract at a total cost of $57,340.00. (FY 22 Budget - $59,000.00)

M. Authorization to purchase a jetter trailer for Public Works Storm Water Division through Sourcewell National Cooperative contract at a total cost of $90,560.20. (FY 22 Budget $100,000.00)

N. Authorization to purchase a Toolcat Utility Work Machine for Public Works Streets Division through Sourcewell National Cooperative contract at a cost of $86,187.27 and to authorize trade-in of 2005 John Deere tractor for a $14,000.00 credit adjusting net costs to $72,197.27. (FY 22 Budget $72,187.27)

O. Authorization to accept bid from Finley Fence, Cornersville, TN, only bidder, in the amount of $21,000 for plank fence installation at the Shelbyville Municipal Airport. (FY 22 Budget $25,000.00)

P. Authorization to accept bid from Cook Neon Signs, Inc, Tullahoma, TN, only bidder to meet all specifications, in the amount of $69,687.00, for a new road sign at the Shelbyville Municipal Airport. (FY 22 Budget $60,000.00)

 

VII. Public Hearings:

A. An Ordinance of the City of Shelbyville, Tennessee to Approve the Rezoning of .20 (+/-) Acres Owned by Ruben and Sarah Soto, Located at 804 Morton Street and Referenced on Bedford County Tax Map 79P, Group F, Parcel 14.00 from Commercial-2 (C-2) (General Business District) to Residential-3 (R-3) (Medium Density Residential) and Repealing any Ordinance or Portion of Ordinance in Conflict Therewith.

B. An Ordinance to Amend the Shelbyville Municipal Code by Adding the Appointment of the 231 N. Business Park Oversight Committee and Delegation of Authority for the 231 N. Business Park.

C. An Ordinance of the City of Shelbyville, Tennessee Amending the “Shelbyville Municipal Code” Title 6 “Finance and Taxation”, Chapter 1 “Real Property Taxes” by Adding Section 6-103 in Order to Enact a Supplemental Local Tax Relief Program Pursuant to TCA Section 67-5-701(j) for Qualifying Elderly Low-Income Homeowners, Disabled Homeowners, and Disabled Veterans, and to Provide for the Appropriation of Funds for Such Tax Relief.

Kilgore, Located North of Highway 437 By-Pass on Bedford County Tax Map 069, Parcels 029.00, From R-2 (Low Density Residential District) to PUD (Planned Unit Development District), and Repealing any Ordinance or Portion of Ordinance in Conflict Therewith.

B. An Ordinance to Amend Ordinance No. 2021-1144 to Amend the City Code of Ordinances, Title 4, Chapter1, Building Code, Chapter 2, Plumbing Code, Chapter 3, Electrical Code, Chapter 4, Gas Code, Chapter 8, Existing Building Code, Chapter 9, Mechanical Code, Chapter13, Residential Code, Chapter 15, Property Maintenance Code and Chapter 16, International Energy Code; To Adopt by Reference the 2012 Edition of the International Residential Code; To Provide for an Effective Date.

 

X. Business Items:

A. Consideration of a motion to forward the request from property owners Joe Fly, Brenda Fly Clark and Linda Fly to annex a certain 25.12 (+/-) acres tract of land located north of Lewis Avenue and west of North Linda Drive (Tax Map 88, Parcel 63.01) to the Planning Commission for further study.
