Town of Bell Buckle, Tennessee (Owner)
Separate sealed bids for the construction of the 2023
Sanitary Sewer Rehabilitation Project; DWR Grant
No. 2023-10183; ARP SWIG Grant No. 2022-8378;
CDBG 16015 for the Project consists of rehabilitating
approximately 180 linear feet of 8-inch gravity sewer
with Cured-in-Place Pipe (CIPP), 90 vertical feet of 48-
inch diameter manhole lining, and rehabilitation of 17
laterals with CIPP. The Project also includes 12 total
8-inch open cut mainline point repairs, 35 open cut
lateral replacements, and 2 manhole frame and cover
replacements. The project will also include a sewer re-
alignment consisting of a new 48-in diameter manhole,
rehabilitation of 2 existing manholes on either end of the
realignment, locating and connecting 4 service laterals,
abandonment of approximately 210 linear feet of 8-inch
pipe, and installing approximately 210 linear feet of new
8-inch pipe. The scope of the project will include all by-
pass pumping, pipe preparation, lateral reinstatement,
property and pavement restoration and any necessary
tools or equipment required to complete the jobs in ac-
cordance with the specifications. The scope of the proj-
ect will include all necessary labor, tools, and equipment
required to complete the jobs according to the specifica-
tions. The allotted construction time is 270 days to sub-
stantial completion and 300 days for final completion.
Bids will be received at the office of the Owner, Bell
Buckle Town Hall, 8 Railroad Square, Bell Buckle,
TN 37020 or mailed to P. O. Box 276, Bell Buckle, TN
37020 until 2:00 o’clock P.M. local time December 10,
2024 and then at said office publicly opened and read
aloud.
The information for Bidders, Form of Bid, Form of
Contract, Plans, Specifications, and Forms of Bid Bond,
Performance and Payment Bond, and other contract
documents may be examined electronically at the fol-
lowing: Office of the Engineer LJA Engineering, Inc.;
Town of Bell Buckle; Builders Exchange of Tennessee.
Electronic copies may be obtained at the office of
LJA Engineering. Located at 265 Brookview Centre
Way, Suite 504, Knoxville, TN 37919 upon payment
of $no charge for each set. Contact Vickie Wilhite 865-
328-3141 or vwilhite@lja.com to obtain electronic bid-
ding documents. Partial sets of Bidding Documents will
not be available from the Issuing Office. Neither Owner
nor Engineer will be responsible for full or partial sets of
Bidding Documents, including addenda, if any, obtained
from sources other than the Issuing Office.
The Owner reserves the right to waive any informali-
ties or to reject any or all bids.
Each bidder must deposit with his bid, security in the
amount, form and subject to the conditions provided in
the Information for Bidders.
All bidders must be licensed General Contractors as
required by the Contractor’s Licensing Act of 1994 of
the General Assembly of the State of Tennessee, and
qualified for the type of construction being bid upon.
Attention of bidders is particularly called to the re-
quirements as to the conditions of employment to be
observed and minimum wage rates to be paid under the
contract, Section 3, Segregated Facility, Section 109
and E.O. 11246.
Pre-Bid Conference
A Mandatory Pre-Bid Conference for the Project will
be held on Tuesday November 19, 2024 at 1:00 PM
local time at the office of the Bell Buckle Town Hall,
8 Railroad Square, Bell Buckle, TN 37020. A Virtual
meeting will also be held via Microsoft Teams.

will not be accepted from Bidders that do not attend the
mandatory Pre-Bid Conference.
No Bidder may withdraw their bid within 60 days after
the actual date of the opening thereof.
