VI. Consent Agenda – All items in this portion of the Agenda are considered to be routine and non-controversial by the Council and may be approved by one motion; However, a Councilmember may request that an item be removed for separate consideration.

  1. Approval of Minutes Study Session of August 3rd.
  2. Approval of Minutes City Council Meeting of August 12th.
  3. Approval of Minutes Special Called Workshop of August 18th - Tourism
  4. Accept all Monthly Reports (August)
  5. Accept Treasurer’s Report (June & July)
  6. Accounts Payable (August)
  7. A Resolution of the Shelbyville City Council to Participate in the PE Partners’ Property Conservation Matching 50/50 Grant Program for 2020.
  8. A Resolution of the City of Shelbyville Authorizing Submittal of an Application to the Tennessee Department of Economic and Community Development for a Site Development Grant.
  9. A Resolution of the Mayor and Shelbyville City Council to Establish a HOPE (Help Our People Engage) Committee for the study of Homelessness in the City.
  10. Authorization for the Mayor and City Attorney to Sign the Shelbyville Municipal Airport Ground Lease with Jim George.
  11. Approval of the Tourism & Marketing Advisory Board Bylaws.
  12. Authorization to purchase the 232 96-gallon Toter trash carts for the Solid Waste Department through Sourcewell National Cooperative contract at a total cost of $19,746.15 (FY 22 Budget - $18,000.00).
  13. Authorization to purchase the Codes Department one (1) 2021 Ford Explorer 4x2 SUV through a statewide contract at a total cost of $26,520.00 (FY 22 Budget - $31,000).
  14. Authorization to purchase the Airport a Flex-Wing Grooming Mower and a John Deere Gator Utility vehicle from Tri Green Equipment, LLC through a Sourcewell National Cooperative contract at a total cost of $37,310.07.
  15. Authorization to purchase the Airport a Hustler Super 104 Zero Turn Mower from Dickens Turf & Landscaping Supply through a Sourcewell National Cooperative at a total cost of $25,343. (This item and the previous one are an awarded Grant purchase, the City’s match was $16,375.00)

VII. Public Hearings:  

An Ordinance of the City of Shelbyville, Tennessee to Approve the Rezoning of 3.91 (+/-) Acres Owned by Barlee Ventures, Located Southeast of the Intersection of Highway 437-Bypass and Fairfield Pike and Referenced on Bedford County Tax Map 69, Parcel 25.09 From Bedford County R-1 (Agriculture and Forestry) and Bedford County Commercial-2 (C-2) to Commercial -2 (General Business District), and Repealing an Ordinance or Portion of Ordinance in Conflict Therewith.  

Consideration of a motion to allow City Attorney to read caption only on Ordinances and Annexation Resolutions.

IX. Ordinances-First Reading:

  1. An Ordinance of the City of Shelbyville, Tennessee to Approve the Rezoning of .20 (+/-) Acres Owned by Ruben and Sarah Soto, Located at 804 Morton Street and Referenced on Bedford County Tax Map 79P, Group F, Parcel 14.00 from Commercial-2 (C-2) (General Business District) to Residential-3 (R-3) (Medium Density Residential) and Repealing any Ordinance or Portion of Ordinance in Conflict Therewith.
  2. An Ordinance to Amend the Shelbyville Municipal Code by Adding the Appointment of the 231 N. Business Park Oversight Committee and Delegation of Authority for the 231 N. Business Park.

X.  Business Items:

  1. Consideration of a motion to approve the Interlocal Agreement between the City of Shelbyville and Bedford County concerning the 231 N. Business Park and to approve the Bylaw of the 231 N. Business Park Oversight Committee.
  2. Consideration of a motion to approve the appropriation of $35,000 to Shelbyville-Bedford Partnership to engage the services of Buxton for a market analysis of local retail and economic development.

XI. Appointments:

  1. Airport – 7 member (3 members for one-year) (4 members for two-years)(Mayor/Council Ratify)  
  2. Park Board – 4 members for two-year term (Mayor)
