The proposed budget for fiscal year 2023-24 will be the primary agenda item for the Shelbyville City Council Thursday night.

The July study session is scheduled for 6 p.m. A called meeting will be held at 5 p.m. The meeting dates were changed due to the July 4 holiday next week. Both meetings will be at the Shelbyville Recreation Center.

The present property tax rate is $1.59 per $100 of assessed value. The council will first consider a reduction to $1.36, but Mayor Randy Carroll has recommended a rate of $1.48.

At the $1.59 rate, the estimated revenue is $8,800,014. The $1.48 rate would provide revenue of $8,191,208. A proposed $1.36 rate would drop revenue to $7,527,058.

Another major part of the agenda will be a resolution finalizing approval of appropriations for non-profit organizations.

The following amounts have been approved by the city:

*Vocational Rehabilitation Center - $25,000

*Shelbyville-Bedford County Public Library - $149,000

*Senior Citizens Center - $16,000

*Chamber of Commerce - $5,000

*Bedford County Soil and Water - $655

*Bedford County Arts Council - $2,294

*Boys & Girls-Club - $393

*Skills Development Center - $1,049

*Community Development Center - $2,032

*Center for Family Development - $328

*Tennessee’s Backroads Heritage - $3,000

*Community Clinic - $1,311

The total amount of the appropriations for 2023-24 is $206,891.

Under business items council members will consider the following:

*A motion to approve a ground lease agreement between Azure Flight Support and the Shelbyville Municipal Airport.

*A motion to approve a request for a Tourism Grant in an amount between $3,500 and $5,000 for the ICS Sanctioned Chili Cook-Off on July 7 and 8.

*A motion to authorize Mayor Carroll to since a Notice of Intent for the City of Shelbyville to apply for the Tennessee Department of Transportation’s Multimodal Grant for 2024.

A Multimodal Access Grant from the Tennessee Department of Transportation (TDOT) is a state-funded program created to support the transportation needs of pedestrians, bicyclists, and transit users through infrastructure projects that address existing gaps along state routes.

The city will also consider a motion to purchase 96-gallon Toter trash carts for the Solid Waste Department from Stringfellow, Inc., a manufacturer, and distributor of waste handling products. The maximum number of carts will be purchased with the budgeted amount of $30,000.

The Shelbyville Police Department is asking the council to approve the purchase of A 2016 Dodge Charger with approximately 30,000 miles from Lonnie Cobb Ford of Henderson, Tennessee for an estimated $19,000.

The vehicle will replace a 2018 Dodge Charger that was totaled. The insurance settlement for the vehicle was $23,300.

By state law, the city may purchase used vehicles without going through the bid process.

Police Chief Jan Phillips has recommended the city authorize his department to accept a bid for a Firearm Exchange.

A bid for the replacement of the HVAC system at the former Chamber of Commerce building will also be considered.

Future city meetings scheduled are:

*The Joint Economic Community Development Board will meet Friday at 8 a.m. in the City Hall chambers building.

*The regularly scheduled council meeting for July will be on July 13.
