In one of the more interesting voting situations by the Shelbyville City Council in many years, the Bedco Investment Limited Partnership’s Request For Proposal was approved for the Spring Street properties, known as the Kyle-Trollinger buildings, at the regular June meeting.

Council member Henry Feldhaus made a motion to accept the Bedco proposal for the right to negotiate, but it did not receive a second.

Mayor Randy Carroll then asked if anyone had a motion on the Glass Hollow Table & Tavern proposal. Council member Bobby Turnbow made a motion to accept. Council member William Christie seconded the motion.

There was a lengthy discussion on the merits of both proposals.

Turnbow and Christie voted yes with council members Gary Haile, Stephanie Isaacs, Marilyn Ewing, and Henry Feldhaus voting against the motion.

City Attorney Ginger Bobo said that, with one motion failing for lack of a second and a 4-2 vote against the second motion, maybe the council should reject the proposals and start over.

“Do you need any additional information?” Shofner asked. “We need to hear what do you want. You are saying you are rejecting it because no one carried the votes. You can just say you are rejecting these proposals and you want to start over.”

Feldhaus once again made a motion for accepting the Bedco proposal. This time it was seconded by Isaacs. The motion passed 4-2 with Feldhaus, Isaacs, Haile, and Ewing voting to approve and Turnbow and Christie voting no.

Bedco is headed by Mike Davis and also includes Mindy and Craig Campbell of the Grindstone Cowboy located in Eagleville. Their offer was $125,000.

Glass Hollow Table & Tavern is represented by Chavigny Beasley and her son, Jeb House. Their offer was $330,000.

Shofner said that since this was a real estate transfer it did not need to have competitive bidding and the highest bid was not required to be accepted. She pointed out this is just the first step in the procedure.

City Manager Scott Collins and his staff will enter into negotiations with Bedco before any final agreement which would be closed within a 30-day period.

The project must be completed within a two-year period.

“We want to see those buildings come alive,” Carroll said. “Both proposals were excellent. We are all trying to do the best we can for the city.”

The following were all approved unanimously:

*A $300,000 Economic Development Incentive to Project Big Orange.

*A Tourism Grant in the amount of $3,500 to Marty Gordon for the American Mule and Bluegrass Festival with funding from the fiscal year 2024 Hotel/Motel Fund.

*Authorized Mayor Carroll and Shofner to sign a contract with Griggs & Maloney in the amount of $29,000 for consulting services during the construction and installation of the North Brittain Street drainage improvements.

*The Shelbyville Police Department was authorized to declare 60 obsolete L3 camera systems and one lot of bicycles classified as abandoned property as surplus through GovDeals.com.

*The Shelbyville Police Department was also authorized to classify one spool of aluminum wire which was abandoned property and miscellaneous obsolete emergency equipment as surplus to be sold to a local scrap metal vendor.

*A resolution authorizing a two-year renewal for the maintenance contract with the State of Tennessee, Department of Transportation, in an amount not to exceed $205.801.50.

*Approved on second and final reading the rezoning of 1.6 acres located on the south side of Madison Street and owned by James Brett Rollins from General Commercial (C-2) Zoning District to High-Density Residential (R-4).

*A Request For Proposal for the replacement of the HVAC systems at the former Chamber of Commerce building.

*Nadia Inscore was appointed to the Safe & Affordable Housing Committee replacing Cara Grimes.

In announcements:

*City Hall will be closed Monday, June 19, in observance of the Juneteenth Holiday. Monday’s trash will be picked up Tuesday, June 20, along with Tuesday’s regular route.

*The July City Council Study Session has been moved to Thursday, June 29, at 6 p.m. due to the July 4 holiday.

*City Hall will be closed Tuesday, July 4, in observance of Independence Day. Tuesday’s trash will be picked up on Wednesday, July 5, along with Wednesday’s regular route.
